Maybe we can argue that the debt figures for Greece have an inflation factor from the latent revenues that were never entered in the state’s coffers. Here is a nice article (in Greek)  about the millions of euro that went to foreign banks in 2010 from Greeks that were declaring either no income(!) or income below the taxable limit(!). For example, there are 403 individuals that moved abroad amounts from 100K euro and above that their declared income was zero (0)!!!
